Request for Information

Desert Community Energy (DCE) is administering a Request for Information (RFI) in response to the California Independent System Operator (CAISO)’s interconnection queue reform efforts to improve the availability of carbon-free generation and storage projects to load serving entities within California.

For CAISO Queue Cluster 15 (QC15) projects, DCE has been allocated a Transmission Plan Deliverability (TPD) of 33 MW to award at its discretion, for a maximum of 50 MW if DCE elects to award all its points to a single project.

Participants may access and download all RFI documents and posted Q&A on The Energy Authority’s website, https://rfpmarketplace.teainc.org (“TEA’s website”).

Responses are due by October 31, 2024, by 11:59 P.M. Pacific Prevailing Time. Responses should include the completed Offer Form posted on TEA’s website in its Excel format and a brief narrative addressing the listed selection criteria. All responses are to be submitted via TEA’s website.

By the end of this RFI process, DCE intends to accomplish the following goals:

  1. Award its full allocation of points to one or more QC15 projects at the conclusion of this process.
  2. Execute “right of first offer” agreements with QC15 projects that have been awarded TPD.

DCE will not be seeking financial security from the resulting “right of first offer” agreements. However, DCE is interested in collaborating with entities interested in executing mutually beneficial agreements, and therefore welcomes creative contracting structures.
